No one really knows, but it's an enormous skeleton that's even visible on the zone map for Dragonblight (link = look at the very southern end of the Titan road thing). I really love the thought of something so enormous being alive at one point though. :D

Most people assume it's some long-dead dragon, but there's no history on it.

Here's a screenshot I took of it to put on WoWhead:

From WoWhead:
The Rotting Storm (Flesh) Giants here are helping the Scourge to raise Galakrond, "the progenitor of all dragonkind" (WoWWiki). He was created by the Titans, or the creator race in Warcraft lore. If the Scourge were to be successful, they would raise the most powerful frost wyrm imaginable.

It's probably one of the great dragons that fell in the battle when Deathwing was sealed away.

Ryno, isn't Galakrond's skeleton in the northern middle of Dragonblight?

Nope, that's a different giant skeleton Ryno. ^^ Galakrond is just northwest of the Wyrmrest Temple, this is on the southern shore underwater.

Ah ok. Was hard to tell in the pic.
Galakrond probably had SOMEONE to make babies with.

it could simply just be for decoration, a dragon of that magnitude would otherwise have already been mentioned in some sort of lore of quest string
