If I'm understanding correctly, anyone with the rank "Petopians" in the guild can invite new members.
But from there to changing their rank is another question.

Makoes contected me and said she would be happy to step up as the new go-to person for invites.
Her b.tag is Makoes#1664. she also says that she frequents flight rising and DA under the name Makoes as well but PMing her through petopia should get you the fastest reply.
