Those are the Pauldrons of Primal Fury, which drop in Zul Aman from the Bear God. (Click on the name for the Wowhead item page!)
I always thought this one of the more ridiculous bows...
But then I'm more a fan of the normal, realistic stuff.

By the way, it looks more like scales than net to me on that concept drawing...

It wouldn't be too bad if it didn't have the bubbles on the shoulders.. and the murloc head is far better than the T10 "are you happy to see me" helm....

Upon squinting at the picture again, It looks like it's labelled as "Stormchaser's Battlegear," which suggests to me I may have been wrong. Maybe more of a Twilight-cult theme (what with their general mucking around in deepholm and screwing with the earthen ring shamans), instead of lolmurloc like I immediately jumped to.

Mostly it's the head piece that has me thinking it, maybe it's a dragon skull. The finning/webbing reminds me of the style they use all over deepholm, from their lights to their buildings:

Now that's no excuse for the buoy-shoulders. If it IS loosely based off this style, though, I'd rather see spikes! Twisty black-metal things. I know Wow is all about spikes; let's see some!

Tripe-QFT! Though I have to admit the Flintlocke-inspired handheld cannon was pretty neat (I forget its exact name - it quickly got upgraded to a bow :D )

I'm not all that keen on it to be honest. I don't mind the Murloc Skull Helm so much, like others here, but I'm not so keen on the shoulders with fishing tackle on them.... I'm a hunter not a scavenging fisherman. Don't get me wrong, I <3 my fishing, but I just don't see how looking like something that washed up on the beach represents a hunter. It kind of looks like your taking styling advice from a weedy vykrul, just saying.

I can however see the wow inspiration in it, maybe it's meant to be a "seagiant stalker" set, I can kind of see that. But I still think the boating debris on the shoulders is a little naff, imo of course ;)

it's almost the same equip you gain with transofmation for completeng the vol'jin event :)

For some reason I can not shake the idea of this armour having a pink salmon-blue tuna color combination.

I honestly think it's draconic. Sure, the shoulder are a bit....odd, but I'm claiming you have eggs. DRAGON EGGS! on your shoulders. You're going to log in one day to find sixty new black whelplings in your bags, your shoulders gone, and a new title, "The Broodmother."

And the T11 set bonuses for the Murloc Stalker set are (from MMO Champion ):
* Item - Hunter T11 2P Bonus - Increases the critical strike chance of your Serpent Sting ability by 5%. / Instant
* Item - Hunter T11 4P Bonus - Your Focus Fire ability grants 1% additional haste per application of Frenzy, your Chimera Shot ability has a 10% chance to immediately refund half its focus cost, and your Black Arrow also deals instant damage to your target. / Instant

All of this because the blizz devs have complete sets of "Moneystalker" gear.

I keed. Seriously, there was a job app on the blizz website for a fashion designer to aid them with creating new armor sets, etc... I'd have apped, but I'm pretty sure noone here wants to don "Failstalker" armor...
I don't really feel like this is so much the "Post-Modern" era as much as its the "Pre-Zombie-Apocalpse" era. I consider myself more of a forward thinking guy and an era that just won't die is just as feasible as a coming era, where the dead come back.
