I saw a hunter with Loque on the Vindicar that had this same effect. I'd say it somehow bugs out when the pet is in a fel pool and the effect is retained once it moves out.

It's happened a couple of times to my main pet. I've also had my Hati transmog temporarily revert to baseline, although that might be caused by something else.

You can duplicate this by putting your pet into a fel lava pool on Argus, then dismissing the pet while it's still in the lava. Pets will retain the fel eruption visual through multiple logins, loading screens, and being summoned/dismissed. Entering Timewalking and Mythic + dungeons seems to remove the effect, so take caution, should you wish to preserve it.
