As the title says, the Los Angeles PvE data center has the Lost Emberspit Scorpian up if anyone needs!

From what people say on wowhead, it seems to have a 1-6 hr respawn timer. So yes, atleast semi rare as far as I can tell.

doesnt have the rare silver dragon on portrait but u do have to wait a bit for one
