From what the info says, we're not using Pet Talent Points anymore. It's similar to how the class talent trees are now, everything unique to the spec is baked in and automatic (all Ferocity pets get Heart of the Phoenix, all Tenacity get Blood of the Rhino, etc). Whether they also do the three talents at certain levels like the character specs is up in the air.
And even with the healing buffs provided by Tenacity's talents, the SB heal is still dinky compared to even the Hunter's Mend Pet. It'll likely be good for a pinch or a boost, but not to rely on.
