Do we need every trait at max lvl unlocked? or just need them unlocked *including cobra commander*?

You need to have every trait maxed out, except for "Concordance of the Legionfall" (which is the 50-rank trait) which you only need 1 rank in. Essentially you'll need a level 52 Titanstrike, which would look like this with Wowhead Calc
