How did this hunter get his pet?

I saw a hunter walking running around his horse (tiger really), he was a night elf I think and only level 41, yet, his pet was a core hound! This one to be specific:

Now, I see that core hounds are a beast mastery only tame, and if you get it at level 79 or some level like that, how did he have a core hound?
It was a pet, it said under the name "X's pet" and not "X's Companion" or "X's Guardian", also I didn't know whether to put this in hunter or pets, since it's a bit of both really, I put it here since it's about a hunter ability.

nvm, I ran into him and asked, he said that now I can tame them and moths at level 16, I guess that's a win.

That is the only core hound available at low levels being a quest on Azuremyst.

Yeah, but at level 10 right, not 16? Or am I getting senile? (I mean for exotics in general, not that corehound in particular. And moths aren't exotic)

It was lvl 13 to tame anything new last time I leveled a hunter.

It still is 13! You can chose BM at 10, however, which allows Exotic Taming right off the bat. Once you get the Tame Beast spell at 13, you can basically tame anything around your level. Exotics included. So you can actually pop over there at 13 and get Kurken.

Looks like it was changed just recently with patch 7.1.
Here's a rundown from WoWpedia of all the changes:
Legion Patch 7.1.0 (2016-10-25): Now learned at level 13 (was 10).
Legion Patch 7.0.3 (2016-07-19): Now takes 6 seconds, down from 10.
Cataclysm Patch 4.3.0 (2011-11-29): The casting bar for Tame Beast should now always indicate the correct cast duration at high values of haste.
Cataclysm Patch 4.1.0 (2011-04-26): Now tames pets to match the hunter's level, rather than 3 levels below.
Cataclysm Patch 4.0.1 (2010-10-12): No longer reduces armor while taming. Time taken to tame pet reduced by 10 sec.
Patch 0.11 (2004-09-29): No longer requires the Hunter or the target beast to be out of combat.
Patch 0.10 (2004-09-18): Beast Taming is now renamed to Tame Beast
