This is my simple theory on why people see Non-Avian Archosaurs, Pterosaurs, and Euryapsids are seen by people and why so many people see them in all sorts of places.

Basically, Aliens (Yes, Aliens) with the ability of time travel (Yes, Time Travel) are basically watching us and monitoring us, because all intelligence lifeforms are curious and observant to things they're interested in such as... other intelligent lifeforms. Basically, kinda hack into our satellites and learn about our planet, our theories, our religions, our lifestyles, etc. When they reach something like, say, Discovery Channel or Science Channel, and watch a show like Dinosaur Revolution and so forth. Basically, they learn about these great, magnificent animals that once lived on the planet millions of years ago that we know very little about like what color they were, how smart they were, how they behaved and such. So, what the aliens do is say ''Maybe, seeing as this is an intelligent race that has already learned a lot, we can let them learn more by seeing some of these animals alive!''.

So, what the Aliens do is they go back in time after researching the time periods of certain dinosaurs favored by the human race like Ceratopsians, Apatosaurus, Stegosaurs, Tyrannosaurus Rex, Raptors, Pteranodon, and they add in Mosasaurus and some Plesiosaurs. They then find places that the animals would still live in, and place them there a few hundred or thousand years before the humans become the dominant species on Earth so the animals have time to adjust and evolve, so legends and stories can build up.

Emela-ntouka: Some sort of Ceratopsian, Africa
Kasai rex: Tyrannosaurus Rex, Africa
Mbielu-Mbielu-Mbielu: Stegosaurus, Africa
Mokele-mbembe: Apatosaurus, Africa
Muhuru: Ankylosaurus, Africa
Nguma-monene: Either a Spinosaurid or a Stegosaur of some sort, most likely a Stegosaur that likes the water and has the ecological niche of a Water Buffalo or Hippo, Africa
Ngoubou: Styracosaurus, Africa
Burrunjor: Allosaurus, this may be the only one that I may exclude from the list of dinosaurs brought back with time travel, as Dwarf Allosaurs lived in Antarctica and Australia and possibly could have survived the nuclear winter after the KT Event, Australia and New Guinea.
Arica Monster: Some form of Raptor, Chile.
Therizinosaurus: New Guinea.
EDIT: Forgot the rest!
Kongamato: Pteranodon, Africa and New Guinea.
Lake Monsters and Sea Monsters: Described as either Plesiosaurs and on some occasions Mosasaurs, Worldwide.


So, yeah, explanations are cool.

From memory it came out in the 90s, and people were asking the same question then. I don't think anyone has gotten any closer to an answer ;)
