You have to be on a plate or mail wearer. My priest has the tabard and the only thing the vendor has for her is a special moggable half-tabard for the Scarlet Crusade. I'll eventually have to buy that and mog it on characters who can use either of those sets in order to go buy the plate/mail sets.

The tabard drops on normal Scarlet Monastery. It's how I ground it on my warrior (my hunter had the complete outfit from way back when).

Just checking things out: the Blackened Defias Armor cannot be transmogged until you are level 15.

I'm going to level a rogue to 10 and bring them in, just to see if I can *take* the quest, first. Will let you know!

Level 10 Outlaw rogue: I was able to enter the dungeon, zipline up to the quest mob, *and* was able to obtain the quest (in fact, the quest is considered 'hidden', so you technically could get it at a lower level.... except level 10 is the lowest you can get in).

The item you obtain from the quest, however, is only usable at level 30. Even though the transmog is usable at level 15. The transmog is *NOT* rogue-only.

In addition, I tested: other parrots don't work for this. It *has* to be the Green Wing Macaw.

So I had a weird situation in which I picked up the quest on heroic, had to collect the bandanas on normal, then turn the quest in on heroic.

??????

No idea. I got no drops on heroic.

That's what happened to me. I could acquire the quest on heroic but had to exchange difficulties to get item drop.

OH! SOmething else to mention: the armor set can only be *obtained* by an Outlaw Rogue, but it's transmoggable by any leather-wearer.

EDIT: Wait. I did say it wasn't rogue-only. ..... oh well. Here's me saying it again.

Couple of things from my experience:

I had the green wing macaw out before I got to the ghostly parrot, and didn't get a grapple icon. When I dismissed and re-summoned the parrot, the icon appeared.

I don't know if this is exclusive to male gnomes, but I kept falling off the ledge when I grappled up there. What worked for me was, when I was standing at the parrot, to turn towards the ledge, take a step or two in that direction, and then use the grapple.

Oddly enough, I had this happen as well with one character (the level 110 gnome) and was fine with the other (the level 10 human) just walking up with the parrot already in tow. It may be a matter of size/hit box, or it might just be a weird glitch. Either way, if the hook doesn't appear and you're in Outlaw, try unsummoning and resummoning.
