Like, what if the only way to break her debuff is to get a certain item, they you either find somewhere in the zone (spawns in a random location) or becomes a zone drop if she's up so you have to keep killing things until you get the item. Or with the former, finding the item on the ground or whatever. I think finding the item to break the debuff in the ground would be more likely. Sort of like... The TLPD type thing with a bit of camel type thing.
...god that would suck.

On the bright side however, this prevents random lowbies who don't know what this npc is from getting the mount. It's sort of like they are the anxious child and they poke the metaphorical dragon beehive to only get stung for their action rather then rewarded. In short term 90% less mount collecting rage caused by some random person stealing your mount that doesn't know what it is. (always that 10% they randomly pick up the mechanic breaker and hit the dragon.)
