SAI isn't bad! It's not the greatest but it's definitely a start. There's also GIMP, which is similar to photoshop, but it's open source and totally free.

I also use GIMP, though I'm FAAAAR from being a real artist. It's not nearly as endowed as Photoshop, at least from what I remember last time I used it, but it's still a handy program that can do nice things with someone that is willing to spend the time to play with it. Plus, as Junrei said, it's free!!! :D I have made a few signatures with it, so I recommend it!

For those who didn't know:
Adobe stopped support for their Photoshop CS2 a while ago and, believe it or not, are giving it away for free.
Yes, you've read right: DOWNLOAD IT FOR FREE!

Of course, there will be no support, no updates and yes, it is pretty outdated.
But for those who can't afford Photoshop or are just starting to learn, it's a very good thing!
I use it myself and I never felt the urge to upgrade or missed tools I need oh so bad. ;)

Please be aware that Photoshop isn't the easiest tool to use.
You probably need some time and, preferably, someone who knows at least the basics and can explain them to you.
There are tons of Photoshop tutorial videos on YouTube too, in case you don't have anyone to help you.
But be aware of the fact that those tutorials will use tools, CS2 might not have.
But for the basics, YouTube tutorials are just fine.

So, if interested in learning of working on graphics, Photoshop itself is a free alternative to GIMP or other software that can be downloaded for free.
Again, this is absolutely legal, the download is from Adobes own website.
No cracks, no hacks, no bullsh*t.
