Yes, but a lot of the other beasts affected by the hex magic are also normal beasts. Ankylodons and Sabertusks are normal beasts. These bears are wicker creatures, which are not natural beasts. From what I've seen I believe it's a bug in the system. My draenei hunter is currently 100 but the eagle I tamed in Stormheim is 110 in my Stable.
