Npcs scale to the player's level in leveling areas in the past couple of expansions. Sometimes it's a leveling area for one faction, but not another, so if your character is the wrong faction, those npcs will be at their maximum level.

oh wow, you're right. You can tell if you look at the animations on wowhead. They have a different list of animations, and the animations that "overlap" look different. The Fjord Crow version looks kind of like owl animations.

You're not. There are lots of models that can work as either. Like every other beetle.
