Because it is an unplanned tameable pet. A clever use of game mechanics. You don't HAVE to pvp, the guide at the top describes how to do it without pvp.
Incidentally, you can be in a group, just not a raid (for the second part at least). I got all my kills (both parts) in groups.

I tamed a clefthoof at 60. I'm not sure if it had Blood of the Rhino right after I tamed (I thought I checked, but am tired, so maybe I skimmed over it). I definitely had it after I hearthed and went through loading screens.

You can rename them still, you just have to make/buy a Certificate of Ownership. I don't know requiring it for pre-named pets was intentional or accidental.

Non-exotic skills aren't showing up at uniform levels either. I have a level 19 hunter. Its wolf has its snare, but its bird of prey doesn't.
