As far as the older rares and such, I can answer that they do scale to the world. I did a bit of hunting on a trial and other servers that I have 110s on and my level 71 Hunter now has a Skoll (73), Lightning Fox (which already scaled and was 71), and Arcturis (73). Just saw this and immediately went and tried after getting out of raid, and it was a no go. They may still be tameable, and maybe even with the benefit of no one interrupting or messing with your tame, but they shimmered and I didn't have any meat to try and tame the original way.
