It's the Pureblooded Cloud Serpent and doesn't seems tamable, but maybe it will be.

Feathermanes aren't like Mechanicals, which are already known by Gnomes and Goblins through their passives; you get the tome from the Legion's hall and only there.

I double checked on this for you. The taming knowledge is NOT unlocked account wide. I cannot tame feathermanes on an alt hunter without sending them the book first. A different ID with the same name for the Tundra Vorquin Foal appeared on PTR, which means it will likely get the same exact treatment as Dreamway Prowler Pup. That's odd for them to change the appearance of an already tamed pet. Usually they just leave them, if they're beasts, or make them unusable as combat pets if they're not. Garwal, the Maw's elemental and all of those kind of NPCs got entirely removed, disappeared from the stables of those who tamed...

Would actually be a good idea, maybe adding a section within it for models that actually LOSES those effects because they aren't part of the model. I actually know where to look for NPCs with special effects in DBs, but for those who never tried to dive into them it can be useful.
