As far as I know the area he's in has no phasing at all. There's no problem as people has always been able to tame him no matter which part of the quest line of the zone they where in.

I'm 100% certain it's a bug. My Sandstone Drake does the exact same thing and it's annoying. It seems like it does this every time the sub zone display fades, like when you pass from say Goldshire to Elwynn Forest.
