weird quest experience glitch/bug

anyone else ever come across this:

I have two toons, the exact same level, wearing identical gear (full cloth heirloom).

They are both arriving to do the same quest, but one is being given 29k exp for the quest reward, the other is being given 34k exp.

Why would there be a 5k exp difference?

Neither has any sort of exp-boosting aura about them that I can see. Only their heirlooms, which are identical.
The one being given more exp is a B.Elf, the one being given less is a Goblin.

Can anyone shed light on this?

All I can think of is, maybe one is in a guild and the other isn't?

neither of those, they are both exalted, in the same level 25 guild (mine), and both still have full resting bonus.

with some quick and dirty math, and a bit of rounding of numbers, it would seem that one toon is actually getting the heirloom bonus of 45% extra experience, while the other is not.
so there is definitely a glitch/bug of some sort there.

I've actually identified where the problem comes from, but still have no idea how to fix it.

It seems that on my other account, the heirloom shoulders and heirloom chest are NOT giving the advertised experience boost. if I remove them, there is no effect whatsoever on experience gained.
I've tested removing each piece, and putting them back on, one at a time, they all affect the quest-reward experience being offered, except for those two pieces.

that's so weird.

It also makes me very angry because it means I've been missing out on 20% experience boost all this time on my other toons who share this gear.

put in a ticket for it, asking for the gear to be restored/replaced? I do remember some time around cata that a bunch of random greens I had in the bank mysteriously lost their stat bonuses (it was gamewide; from time to time, one still shows up on the AH)

I ticketed mine and got new pieces (with randomly generated stats) but since looms have set stats that shouldn't be an issue.

oh my god!

how incredibly, stupidly, embarrassing!!!

those two pieces of gear, which were not giving the exp boost... they had not been upgraded to "80-85"!!!!!!!!

AAAAAAAARGH!!!!!

and there I was, thinking I was finally through with Dark Moon Fair forever!

ahahah THAT WOULD DO IT

At least it's an easy fix. Well. A fix that doesn't require GM intervention, anyway.
