Training a Core Hound

I have searched in here for a few hours looking for info on training exotic pets. My apologies if this has been asked and answered a thousand times. Currently, my level 40 undead hunter is in the Blasted Lands trying to tame Gomegaz. He is level 41 in the current version. The beast Lore ability says trainable, but when I try to train him, it says untrainable. I have my one and only pet, a Spider I call Leggs, dismissed so that isn't the issue. Do I have to be a level higher than my target?

If I remember correctly, beast masters learn the ability to tame exotic pets at level 65.

Sadly

It didn't always have that level requirement, and it makes it almost impossible to tame exotics in starter zones now
