I think you can. I believe how it works is that achievements earned by you on one character show up as a different colour on your alts, so they technically have access to them, but you can still achieve them again and make them a proper achievement instead of just a shared one, if that makes sense.

Anyway, I believe you should be able to, as this is not a meta-achi. This doesn't change the fact that your new main will have the insane title available from the start. You'll stil get the toast after meeting the criteria, though.

are the yellow spiked Windserpents being introduced into the game and are they tameable?

The yellow wind serpents actually showed up for a brief period at the beginning of the beta (weren't tameable though), but then they were removed and so far haven't been put back anywhere.

This has *always* been a FoS, since it first appeared in the game.

Have they changed/added the items which you can choose to display? I would love an option to hide shoulders and tabard

Nope, it's still only helm/cloak.
