That seems to be the case. Cobra replaces Steady.

Cobra causes less damage, despite renewing Serpent.
If Serpent has just been applied, there's no need to renew it immediately, is there?

This is very wrong. Cobra Shot does a lot more damage then Steady in all specs and always has. Steady shot is mitigated by armor where Cobra is not. BM and SV are supposed to use Cobra while Steady is the choice for MM even though it does less damage because it's how they get their Haste boost. Haste is more important for MM than the other specs because it produces more shots and thus more Wild Quiver procs.
