Is that specifically a WoD quest? as in from a WoD area?
Because it also describes one of the Worgen starter area quests where you ride around Gilneas tossing torches to "round up" as many Worgen as you can.

I think you may be right. But it appeared amongst the new strings. Maybe they modified it or added a new one.
