Are you sure it wasn't an antelope? Or a use of Dire Beast (I don't know if Dire Beast can call one of them).
If you're 'sure' you saw a hunter with one, it may be worth asking the hunter where they got them. Depending on where you saw them, a /who hunter <race/level/whatever> can help narrow down who to whisper about it.

I can confirm that you do have a chance to summon these as a Dire Beast summon. Dire Beast can call creatures we aren't able to tame in a few places. When I quested in Azsuna and Val'sharah, I had different Leyrunners summoned by Dire Beast. I think there might've been a few in dungeons as well, but I can't recall exactly which ones.

Aye. I have gotten them in dungeons on occasion. Dire Beast has always summoned beasts that, sadly, we cannot tame.
