Charge for warriors and druids did/does as well. As does almost any movement-based power. As long as you have a target, you can stop yourself from plummeting to your death.
In other words, Survival hunters could probably 'grappling hook' themselves in mid-flight as well if you have something you're targeting and throwing it at.

Not really. Charge is instant cast and VERY fast, while Harpoon has a travel time, and is somewhat slow, so your chances of transforming into a pizza is about 99% if you try it.
