Construct's Best Friend-Stitch

I've been unable to find someone who can make summon and dismiss this pretty to get Stitch as a pet on my hunter (Allinace, US, Garona) for awhile now.

I am going to grind the danged faction itself to get it for myself but I cannot find, anywhere, what level of Abominable stitch table is required to get the recipe for him unlocked? Anyone know it?
