Apparently, she's in nighthold. But only when the WQ that allows you to get to elisandes secret room is up. Can confirm the Wq is required because I checked NH extensively; others on Petopia have as well. including the secret room. But there were no WQs at these times.
Credit for the pic goes to Linwail from secret finders discord.. I believe someone named Crazy was the first to /target and find her (posted on wowhead). Still in the process of actually getting to her though.
The wait to actually tame her is going to be excruciating. Even more annoying to have to wait for a specific quest.

Great find! Not surprising its there but a bit deflating thats all there was too it.
My first thought was a raid group with who knows how many hunters has to choose who gets to tame it? Do we know the spawning behavior? I haven't raided in forever so I'm rusty but surely to goodness this isn't going to be a one tame per lockout thing.

I must say, that is a rather poor way to have had it done. Have to wait for one particular WQ, which takes roughly a month and a half to spawn (they're on a schedule). Then there is clearing up to the point that you can teleport or fall into her room. And, finally, there is the issue of multiple Hunters going for it.
Congrats to Crazy and Linwail for finding her, but I am quite disappointed with this.
One last thing. For those who said that she wasn't in an area tied to Elisande: I told you

Yeah wouldn't have made much sense to stick a pet with the elisandes pet tag in a place unrelated to a Elisande. Am surprised though it's actually in the instance itself after all though.. a current content raid at that. So boring that it's just a waiting game.

I had a feeling that Lalathin would be tied to the instance but with particular WQ up only. Though man, this will suck for anyone doing normal (since I don't think you can get to that WQ room on LFR?) With lots of Hunters.

Ahhhhh congrats on finding it!!! I'm so glad. Will be a bit of a pain waiting out that WQ cycle but, at least we know where it is now!

Likewise. If that is true, then it makes it just about as worse as it can get. Have to wait for a WQ that spawns every month and a half, only to have it get killed by your raid group (accidentally or intentionally). And if it lives, and there are other Hunters that want it, then it turns into a competition over who tames it.

Host a hunter brawl, fight to the death. The loser has to delete their hunter, and the winner gets Lalathin, assuming it survived the raid. It's the only logical solution! Challenging tame, gogo!

...Yeah I don't think putting him in a raid was a good idea.
Between there being only one mob to tame in a raid with multiple hunters to people griefing it or aoeing it down accidentally is just asking for problems.
Not to mention it being on a wq that takes about a month to come back for a short amount of time.

Ah congrats to the finders! I'll get the info up on Petopia soon. She's going to be a slow and competitive tame it seems. But maybe she'll respawn. Hopefully.
At this time it probably just leaves the Alliance tameable versions of the blue and purple old hippogryph she to find. If they do exist in game.

Isn't really competitive. She is in a location where she could easily be killed, either intentionally by trollers or on accident. It was a bad idea to only have her spawn for a specific WQ, and also be in the exact location where that WQ is. Having just ran H NH, she was easily pulled and killed by others in the group, without them even realizing she was there.

Oh geeze. Putting spirit beasts in /main cities/ was bad enough, but I really wonder what they were thinking on this one. :/ This is three rares in a row with incredibly frustrating mechanics that have a lot less to do with "fun challenge tames" and a lot more to do with "can you get lucky or tolerate the trolling for long enough to get the tame". I know trolling was a risk in every kind of tame, but these ones seem to really... encourage it, I suppose.

If Lalathin respawns, then this won't be as bad maybe. We'll have to figure out a way to get groups to go tame it. I'm with Lupis though, this is not the direction I was hoping "challenge" tames would go. More like "needlessly annoying" tames.
Also I imagine the blue and purple hipps for Alliance are in the game. There are mobs with those colors that don't show friendly to Alliance. Won't know for sure until confirmed, but I hope its like the wyvern patriarch in that respect.
