It seems like secret hunters have found a new festive pet, a decorated stag. I'm just going to link the whole Reddit post because the process is a bit involved.
Here's a look at the rare version of the deer, normal version is missing the red nose. Both spawn in the same spot.
The method that seems to work is added in the Wowhead page for the dreaming festive stag.

A new hunter tamable beast in Old Hillsbrad Foothills since 11.0.7, only available during Feast of Winter Veil Feast of Winter Veil
To see this NPC, according to the bluepost you need to be wearing or transmogged into a winter veil transmog set, or getting the buff from clicking on the Disposable Winter Veil Suits .
In reality though, I have found that not all transmog combinations work. The one that worked for me was the new 2024 winter veil red transmog:
Festive Red Holiday Coat
Festive Red Holiday Boots
Festive Red Holiday Shorts
Festive Red Holiday Belt
A mix of red and green did not work. The vest (instead of coat) also didn't work for some reason.
As for Disposable Winter Veil Suits Disposable Winter Veil Suits, you might also need to click on it a few times before you get the apperance that makes you see the NPC.
You can /target this NPC as soon as you are walking out of the entrance area.
It seems to be always there until it is killed or tamed. It will respawn if you leave and reset the dungeon.
This NPC has the buff Yuletide Dreams, unsure if it has anything special the moment.
There are two versions of it, one with a glowing red nose, seems to be just random rarer spawn.

I was aware the reindeer was in the database, and I've had those looks up on Petopia for some time, but I didn't know that the festival was out yet (at least in the EU) and I didn't have any idea it was actually in game.
It was found surprisingly fast (like, almost as soon as the festival began), so it sounds like someone may have been tipped off
I've added the looks to the database and I'll update with more info as soon as Winter Veil reaches my servers and I can check it out for myself.
I'm glad they're intended and not an accidental flag that we'd have to rush to tame before it gets hotfixed and removed. We need more fun holiday pets. We also need events to start earlier (such as at midnight like a normal game nowadays) because this wait is killing me.

I’m not usually a fan of normal stags, but those reindeer are a want, I just want to tame a red nosed one and give it a funny reindeer name. I agree I would like more holiday hunter pets, and something to do while waiting for midnight, it was hard for me to play war within, haven’t touched my sv main in over a month, but the new patch so far has my eye

Thanks for the post!

Yeah, I'm also thinking that someone was tipped off. I figured that it was in the game, but I also figured that it would've taken some time for someone to have found it. For someone to have decided to check Old Hillsbrad and also drawn the conclusion to wear the outfit in order to tame the reindeer does make it look like someone was told how to find it.
I checked it a couple of different ways, and here's what works! You have to have the 4 piece set (festive top/pants/belt/boots) in a matching color, and you have to have the buff from the disposable winterveil suits but only in a matching costume. So if you're wearing a red festive set, then it needs to be a red costume as well or the deer won't show up.
If you're looking for the red-nosed variant, you can make the journey much faster by casting eagle eye up the side of his cliff, then targeting him. His nose shows up VERY CLEARLY on his portrait if you've found the red-nosed one! And as a nice bonus, both variants have a snowy effect to the run/walk cycle. Cheers!

It's great that the disposable sets now work properly! I wonder if something was fixed or if only certain ones work?
Apparently the reason this new tame all came out immediately after the event started wasn't because of a tip-off but rather it was mentioned in an official blog post somewhere. I haven't seen the post myself, but apparently it's out there and detailed exactly what you need!
One thing I was told officially just earlier was that the hat was deliberately omitted from the requirements because it's a random drop item and they didn't want to make the tame difficult or shackled to RNG.
- you can /tar Dreaming Festive Reindeer from just around the first bend in the dungeon entry cave, so you don't have to go far to see if it's the red-nosed one or not.
- a quick way to get out after your tame (so you can reset and get another) is to simply jump off the cliff and die. You res at the entrance.
- I've reported the fact that the two vest versions of the costume, and the green Disposable Winter Veil Suit, don't work. The red Disposable Winter Veil Suit works. So maybe they'll be fixed.
I was fortunate enough to get the red glowing nose the first time I went into Old Hillsbrad.
I should note that my transmog, even with the new Winters Veil stuff didn't seem to work. However, the disposable suit did work. A friend I went in with later had to try two disposable suits before she could see it. The first was green. When she used the toy again, she got red and could see the reindeer.
I also noticed that either you have to be wearing the right outfit before you enter to see it from the entrance. If you don't then you have to go right up to where it spawns before it'll become visible again.
I was able to tame them with the green transmog but with the correct pieces, i don’t remember which pieces as it’s been a while, but green works(not the toy version)
