Here's one thing to check....

Make sure your Firewall didnt block the Blizzard downloader.

OH! I do remember my computer asking me to allow access for Blizzard Downloader.

I know that the firewall didn't block the download. Hmm..

well if you have ptr downloaded reinstall your wmv and it should ask what wow you want to load click on the public test 1

Can I download it somewhere? I don't have it downloaded already.

if you go on battle.net and log in i should have it to where you can download the ptr its in addtional servaces

So today I'm going to download the PTR and finish Snowbird's signature (which I should have finished last week), then start working on Sesamee's. Hopefully I can get Jessibelle's done tomorrow.
