Cata should have some good PVP. Though the can't target abilities are going to be a pain.

Cataclysm will be a full, paid-for game just like Wrath of the Lich King. However, even if you don't buy the expansion Azeroth will be patched for everyone. You just won't have access to the brand new zones, new races and such if you don't buy.
