Like Veph said, I really doubt they're even going to bother; players can choose to either suspend disbelief as they did with undead, or not.

Actually, it looks like this was already addressed by blues last October (bolding mine):

ok lets say lvl 1-10 pandaren(faction unchosen) can understand horde pandaren and alliance pandaren and vice versa then would it be possible to translate through all 3 pandaren factions but there would be no point the neutral pandaren cant make it off of pandaria without choosing a faction first :x

cool idea have a guild for neutral pandaren lol i can imagine it tho lvl 1 Neutral Guild Conflicted and it would have a tabard with a panda on it lawl
