It's quite possible to tank every dungeon, both regular AND heroic, even at lower gear levels. At higher gear levels, you're looking at soloing regulars and tanking heroics without a healer healing your pet.

All we need to have raid-tank viability beyond trash (which is already doable) is separate Taunt from Growl again, and make Growl a constant passive that you can toggle on and off. Minor buffs to health and armor bonuses for tenacity would be icing on the cake.
