Not all, Just most. I think lower level zones and Starter zones are the most likely to leave out flying, but i KNOW blizzard said flying wouldn't be available everywhere. In fact there were times it seemed like only the newer changed zones or higher level (80ish? +) content zones would get it.

That's such a major Blizzard-move.

That's just arguing details. The point is that MOST of Azeroth will be flyable, so it's really in Blizzard's best interest to not mess around with bugged players.
