No, the Horned Lizards are in Uldum, the Horny Toads are classed as level 1 untameable beasts and are in Desolace

EDIT: I replied to that before you added that second pic.. yes, those are right
They're popping up everywhere now! I found them as critters in the Badlands as well. I forget what they're called there.
I think they're all very cute, though I feel a bit sad that so many models that were unique to Outland are appearing in lower level areas now. By the time a new player reaches Outland there'll be almost no new beasts left to see. At least we haven't seen any fen striders, sporebats or nether rays yet.

*nods* I understand the fact that it's time consuming to create completely unique creatures for every area, but it really does lose that sense of 'Wow!!' when you first step foot into Outland and see these drastically different beasts for the first time.

The scientist in me grumbles that Azerothian lizards should probably have six legs like the basilisks, crocalisks etc. Or maybe they're related to raptors and they just look like warp stalkers because of some crazy convergent evolution.
Maybe they're tiny tiny trench stalkers that inexplicably got onto land and adapted to... er... desert conditions.

I guess they're all from Outland originally and just got lost in the "warp"
Though evolution in WoW is easy enough as long as you assume the Titans or Old Gods did it

Warp Stalkers can teleport, right? It shouldn't be tricky for them to port around like crazy. Plus, didn't the burning Legion ride them? It's possible a few got loose.

Also, I got myself a Warp Stalker too. He's called Netherspike ( I really had no idea what to call him.. really.. ) and I'm growing fond of him D:
I originally took him because the chittering/buzzing of Horakk(Silithid)/Xakornakk(Wasp) annoyed my guildies, so xD

I knew it! WoWHead does have the warp stalker mount info! 8D
(I remembered reading it in the guidebook I bought for the creature info)
There are reports that Legion officers use warp stalkers as mounts.

Oh how I would LOVE a mount to match my Gezzarak!

A mini warp stalker would be an awesome companion pet. I love my warp stalkers and to have a little white warpie to follow after me and Jasper would be utter win.
