The latter makes far more sense to me as well. I imagine that they'd just prepare the special shots in their off-time.

That's what I was thinking too. It just seems too weird that they'd magically imbue the shot as they're going to shoot it like in-game.
I'll have to have Rose sit and craft some bullets after a visit to the marketplace then.

Aye, imbuing the bullets would have worked when hunters had mana, but now the proper explanation is pre-prepared shells.
