It was intended for a Nexus raid but never got in. The skin name even has the word "Nexus" in it. There was another thread around somewhere that had pics of that and other unused weapon looks, but I forget where! There's several different colours but that's the prettiest.

I'd guess it's probably a placeholder. At best it would be a Draenei item. No Orc would invent that or be seen alive or dead holding it
