No. Foxes are bugged. My other ferocity pets, depending on spec, range from 15-17.5k health with my gear. Tenacity go up to 20k for me.

How much do Tenacity pets scale on live? Atm, I get my tank up to 27k with 26k hp myself and some mammoth treats.
And are talents that scale additive or cumulative?
Come to think of it, there are no hunter talents in the current beta talent calculator to directly improve pet health, dmg or scaling.. O_o
On live there's 7 (Endurance Training, Thick Hide, Unleashed Fury, Ferocity, Animal Handler, Serpent's Swiftness and Kindred Spirits).
Wonder if that means pet health will be severely buffed...?

I don't know what the scaling is on live (I think around....90% our total health?), but on beta it is:
Pet Scaling
Pet scaling is getting a massive overhaul at the moment. For starters, we still intend for pets to scale with all of the master's stats for things like hit, haste and crit. For the big stats, our current plan is something like this:
Ferocity (damage) -- 50% of master's AP, 40% health, 50% armor
Tenacity (tanking) -- 35% of master's AP, 50% health, 70% armor
Cunning (utility) -- 40% of master's AP, 40% health, 60% armor

So with my 23k Hp my Ferocity pet should have 10-11k unspecced. Not 6.5k.
I think Tenacity is still bugged. My tenacity pet has nearly 95% of my health atm (little over 22k)
Either way its bugged and is a nerf to hunter pets D: lol
As to the hunter BM tree not having a talent that increases a pets health in beta...that might have something to do with it. However on live I only spec for 6% extra health on my pet....that shouldn't lead to a 5k difference in beta. Also I'm pretty sure wild hunt is bugged, as when you spec that your pets health drops....
Still doesn't explain why this particular fox starts off with 5.6k.....

Well, it's 3% extra hp to you too, which that 6% draws from (unless I'm mistaken).
5k does still seem like a little much though.. Did you account for pet talents too?

Maybe a rogue-like ability, seeing as it's a 'sly fox'. That would point it towards a cunning pet, but it would fit.

WITH pet talents it gains like...200-300 hp O.o lol

I've probably misunderstood what people are saying about scaling, but:
WHen they say a ferocity pet, say, will scale 50% of the hunter's health, doesn't that mean 50% on top of its own base health (i.e. the normal health of a warrior-type mob at its level) - hence your ferocity pet will have its own health + 50% of yours (and similar for other stats).
Supposedly other stats are due to scale too (haste, crit etc.) and Frostheim points out in his recent BM rotation article here:

that as Kill Command works off pet crit, if pet crit doesn't scale then Kill Command is going to be a dead loss once you get any amount of crit.

They seem to be going back to the earlier WotLK pet idea of Ferocity, Tenacity and Cunning pets scaling differently.
Assuming they do, pet will start of with a base HP pool of, for example, 10k and add the % of hunters HP on top of it.
So if your hunter has 25k HP, it should end up something like this:
Base pet HP: 10,000
+50% of hunter HP: 12,500
=total pet HP: 22,500
And then any additional scaling from pet talents.
(I might remember it wrong, but think that's how it worked).

That fox is gorgeous. Regardless of it being a rare, I love it being a blue fox.

I'm not really impressed with the foxes to be honest. Their eyes are too wild and dopey looking. If you have ever had the fortune of being able to look a fox in the eye in real life, there is an intelligence and softness in there, not the wild dumb look that WoW has.
I won't be taming the foxes or the monkeys, unless they improve on them somewhat.
Just my opinion though
