It was on the news scared the crap out of me becouse I was in my room animateing and heard it and was like "Flipin hell!" XD

He isn't laughing from being tickled. Penguins show affection by "cuddling" up to other penguins (or their keepers) where they shake their wings and head like that. This little guy just seems to be very vocal as well, hehe.
