Does anyone know Sian-Rotam's spawn timer?

Does he have a spawn timer now? I thought he was just out now permanently, as I always see him when I am up there.

shy is the girl and sian is the guy. she is the quest mob you gotta kill, so she's always up. sian is a rare spawn now.

Isn't he on a 3-6 hour spawn timer like the rest of the classic rares?
