Spawn rate of Arcturis changed?

Has anyone noticed any change in Arcturis' spawn rate with since 3.3.3? I've seen three more of him running around Dalaran on Bloodhoof just today.

Got him just now at 4:08 est (Kargath), I was standing right on his spot when he spawned. 4 hour wait.

Possibly there's just more people playing cause of the holiday - stores closed, nobody having to work, all that?
