I was out in Isle of Quel'Danas farming for ore, as I refused to pay 800g for one khorium power core when I needed two of them. So I go over to the smelter and I used the vendor to repair, this is when I noticed all the gear the Vendor was selling is now using Justice Points as the currency.

PvE Gear vendors have been using Justice Points since the start of Cata, I believe. All the ones in Dalaran do.

It's been awhile sense I have been out there, even longer sense I used a Vendor there. Either way it's a good spot to collect some gear for 4.3. That bow she sells is pretty sweet looking.

Far as I know, the BC tier sets still drop from their respective raids.

I haven't been on the PTR, but I imagine they haven't changed it, and honestly, there's no reason they should; transmog is a fantastic way to get people into the old raids for old gear sets. They're not hard and most of them can be soloed or duoed.
