Ok little help here looking for some hands and sholders to go with my blue skirt and if theres a better chest i like the shammy look i got going on here

Yeah, there is a chest with some blue light areas. Best bet is to try MogIt, and scroll through the options, so you can see it on your toon.

The matching pieces for that kilt is the Skyshatter Recolor set.
These other two sets are similar colors that you could mix and match pieces from: Frostsworn Bone Mail (Recolor) and Sanctified Frost Witch’s Copy.

OO ty ive been stuck in the "man cave" with no hope to get to my desktop so im surfing looking for sets or ideas on my moms laptop i stole lmao TY for the ideas! Wait they have shamman tags? will that matter???

They are copies of shaman sets. As long as the armor doesn't say "Classes: Shaman" on it you can use it.

The other thing is to watch for gear that technically you could use, but doesn't show up for purchase on the vendors. For those, you have to look for look-alikes that are raid drops.
