I don't see the connection between proto drakes aand cloud serpents, honestly.

They're Dragonkin. However, I see them more as a beast. (They are easily tamed and are bred for mounts, much like a person that breeds snakes for the genetic mutations).

That one is odd the other ones classed as beast where changed to be dragonkin in a patch I never understood why those did not

Accident, I think. I actually reported them again to Noah very recently, along with a bunch of mis-classified MoP stuff. So maybe they'll finally be fixed

Given their easily-visible basis in the Eastern Dragon, I'm going to say it's dragonkin. Their use as mounts doesn't make them any less dragonkin--netherdrakes, regular drakes, proto-drakes, storm drakes, stone drakes...I might be missing a few, but there are many dragonkin used as mounts.

Imho, the difference between a pet and a mount is that the mount animal agrees to work with the player while pets are tamed which allows us to ride dragonkin but not "command them" as it were. I've come to this opinion because of the Nether drake reputation quests in Shadowmoon. At the very end of the questline you are given a choice of one drake and it tells you "If you choose me as your compatriot, I will fly you to the ends of this world and back. Whatever it is that you ask of me, I will do my best to comply." which gives off the impression that it will serve you out of gratitude, not because you "tamed it."

I have a gut feeling that cloud serpents are just dragonkin native to Pandaria such as proto drakes were to Northrend and nether drakes to Outland.

Exactly IMO.

I think somewhere we get quests from one of the Cloud Serpents (the god one), which makes me think maybe the others could be sentient too, similar to what Yoruko said. We see the Panderan raising them, but it could be a multibenefical thing that's happen...maybe at one time the Cloud Serpents almost went extinct or something but the Panderan helped them out and so they somewhat live with each other now. Of course, they could also have the intelligence similar to a Proto-Drake, which are also dragon-kin, but very beast-like in mind. I'm hoping they're intelligent tho, since Asian dragons were incredibly intelligent in mythology and it would fit better with them I think.

Even though I would want nothing more in WoW than to be able to tame a Cloud Serpent, I accept that they are almost certainly going to be dragonkin. Ever since I first saw a picture of one I was besotted, and I am really looking forward to seeing them in game and getting one as a mount. I could think of several arguments for them being beasts, but honestly I would just be stretching and bending facts out of my desire for one. If they were made tameable no one would be happier than me about it; seriously, I'd do a back-flip and bombard Noah and Ghostcrawler with thank-you cards. but I cannot see it happening with a creature that is modelled on a dragon of any sort. Also, as many have noted, there seems to be similarities between the Cloud Serpent faction and the Netherwing faction, which would make one more inclined to believe that they are dragonkin.

So I'm going to be happy and grateful for all of the other amazing stuff we're getting in MoP. Tameable yaks, don't mind if I do. Hopefully all of the faction Cloud Serpent mounts are obtainable, like the Netherwing drakes.
