It just happened to be my lucky day. I was getting ready to head to bed at 3:57 AM EST and log out my US character when NPCScan went off and as I looked at the button, it was the Time-Lost Proto Drake, so I managed to kill him at his spawn point before anyone else got there, adding another mount to my collection. The next day at 3:27 AM EST on my EU character while I was watching some youtube videos, NPCScan went off again and there it was, another one coming from behind me on his path. Two Time-Lost Proto Drakes within 1 day and 30 minutes of each other. xD

No, he said US and EU. Probably the "same" as in name/class/race.

They are both on the same battle.net account. Unfortunately, the account-wide mounts don't apply cross-region, so my EU toon will not get my US toon's mounts

Same. xD I was like 'Omg TLPDs are spawning like heck' and instantly assumed there must've been some kinda server-wide bug that forced him to spawn or something, hahaha.
