UPDATE: The area has been hotfixed. They now spawn at 23-24. No more low level quillrats.

The Malayan Quillrat and Malayan Quillrat Pup (porcupine) battle pets in Pandaria are around level 24, so it'll take a while to be able to get one.

However I came across a few that were level 1 and managed to grab one quickly. (And as Rawr points out below, there are also Bandicoons!) They're in the Veiled Stair. I suspect it's a bug and it'll be fixed, but just letting everyone know so they can grab one (if it hasn't already been changed).

The pups only seem to spawn fairly rarely. The adults are in a few places inside the Ancient Passage caves, but also occasionally outside, near the Tavern in the Mists.

The Bandicoons only spawn outside and there's quite a lot of them around the place, in all three colours (white, blue and grey-brown).

I've only seen the quillrat adults in two colours, but maybe there's more: light fawn and that oily dark brown. I've only seen the pups in the green-brown.

UPDATED: I changed the above post to reflect it's all of the Veiled Stair and not just the Ancient Passage section, as I had originally thought, and mentioned Rawr's find of the bandicoons.

That makes me wonder if battle pets have no innate level, but they take on a level assigned to the zone they spawn in. Perhaps that area wasn't assigned a level.

I need to rush there and get those!! ....but to figure out where exactly they are...lol. I am terrible with directions

To get to the Veiled Stair, look for the stairs upwards along the northern edge of V4W, in roughly the eastern part of the zone, just west of Thunderfoot Fields. Follow the stairs up and past the Tavern in the Mists. At the end of the trial, at the far north, you'll come to a river cave. There's a panda outside with a boat warning you not to go in. There are level 90 Saurok in there, but as long as you're careful and stick to the middle of the river whenever you pass them, you should be ok. Hopefully you'll find pets just inside the entrance, though.

Thanks, spent some time in and around the cave, lots of Bandicoons outside the cave (step side) and lots of Quillrats inside the cave, discovered a neat thing, apparently, using camouflage and getting in pet battles does not remove the cameo! So I was able to (at lv 86) stealth all through the cave of 90's getting into pet battles without dying! Had one minor mishap but FD'd and waited till Cameo came off CD and was able to keep going.

netted 2 rare Quillrats and one rare Bandicoon, currently on the hunt for another rare one.

Yay, I was able to tame both a Bandicoon and a rare adult Quillrat, but still need a Pup.

The area outside the eastern tunnel of the Ancient Passage is in KLS, right? Otherwise, might be more low level pets out there.

The area at the end of the tunnel is indeed KLS.

The only pups I've seen were outside the Tavern in the Mists. Just one set of them. They mostly spawn as non-battle so you have to kill them off and keep checking

There's also one Eternal Strider inside the caves, *just* before it opens into KLS. I've killed it a few times but am yet to see it spawn as a battle pet.

I might just help you with this research. Would love to get a strider mini-pet as soon as possible!

Hee, thanks for the update! Figured it'd be a quick fix; glad I got lucky with a bunch of uncommons earlier.

Whew, glad my guildmate and I ran out there as soon as I saw this post! We were both clearing out the area of Bandicoons. They're just so super cute, I couldn't wait to get one. Thanks for posting this Wain, too bad it only lasted a day.
