Quilen rez on GCD?

So, as I was surfing around Wowhead, I noticed that Eternal Guardian has 1 sec Global Cooldown on it's Live-page, but on PTR-page, it is 0. Can someone confirm/deny that it is off from global on PTR? Or does Wowhead only have wrong information on PTR-page?

This appears to be accurate! Thank goodness.
I'd like to try actually resing someone to be sure, but this certainly looks to be the case.

If so...thank Primus! It was such a pain fighting the GCD when trying to res someone.
