So I have this carrion bird that i didn't see on the site so I decided i should post it and say how to get it.
You can get this bird in western plaguelands from part of a quest chain called A different approach. you tell your companion to bring down a bird then you just tame it.

They're under the Birds of Prey category.

That's probably because despite his appearance, he's not a carrion bird, he's a bird of prey!
