Dunno the old addage of "better safe than sorry" comes to mind. Although I have no experience with snow and ice at airports, we sometimes get stranded when runways get too hot over here
Where my fiance works (Newman) the ground temp is close to 75c and one time the runway did melt...

-22 is something Winnipeg deals with on a regular basis and they don't shut down the Airport. See also the link below.

Holy crap they called in the army haha!
Yeah I did notice one of those cities was colder than Toronto! I once saw an air crash investigation show about a plane of american soilders that crashed in canada because the wings got iced up before take off, since seeing that i'd be shit scared to fly in snow!
