Dominance benefit bug?

Sorry to post this here but I didn't see it on the main forums for FR and I don't want to claim a bug that may not be a bug but my misunderstanding.
Fire is currently dominant in the realm and I'm supposed to be getting "+1 gathering per day". However. My gathering count has not gone up at all since fire took dominance. Is this a bug I need to report or am I misunderstanding?
