If you don't wish to receive PMs from someone and they refuse to stop, adding them to your "Foes" list will not stop them. That only blocks you from seeing their posts, not their PMs.

Instead go to your mailbox, click on "Rules, folders and settings" and create a new rule: If <Sender> <is> <name> <Delete message>.
